Eligibility Criteria For Quebec Investment Program

The Quebec Investment Program is a tailored immigration pathway for investors, with specific conditions that need to be met for eligibility:

  1. Intention to Settle in Québec: Applicants must have a genuine intention to settle permanently in Québec. This involves planning for a future in the province and demonstrating a commitment to living there.

  2. Minimum Net Worth Requirement: A key financial requirement is a net worth of at least CDN$2,000,000. This net worth can be shared with a spouse or common-law partner. Applicants must also provide proof of the legal origin and accumulation of their net worth, with the stipulation that grants received less than six months prior to application submission cannot be included.

  3. Management Experience: Prospective applicants need to have at least two years of management experience within the five years preceding their application. This experience should involve key management functions such as planning, and control of financial, human, or material resources. It’s important to note that experience gained through apprenticeships, training courses, or specializations leading to diplomas is not considered.

  4. Investment Agreement and Investment Term: Applicants are required to enter into an investment agreement with a financial intermediary authorized by the Ministère de l’Immigration, de la Francisation et de l’Intégration and IQ Immigrants Investisseurs Inc. They must make a five-year term investment of CDN$1,200,000, which is guaranteed by the Gouvernement du Québec. After the investment term, the amount is reimbursed without interest, although the repayment amount may vary if the investment was financed.

  5. Contribution to Québec Business Assistance Programs: The income generated from the investment subsidizes two key Québec business assistance programs: the Business Assistance – Immigrant Investor Program and the Employment Integration Program for Immigrants and Visible Minorities.

  6. Points on the Selection Grid: The application process includes a selection grid, where applicants are scored on various factors and criteria. To qualify, applicants must score at least 40 out of 89 points, meeting the cut-off for factors with an elimination threshold.

  7. Attestation of Learning about Democratic and Québec Values: Applicants, along with accompanying family members aged 16 and above, are required to obtain an attestation of learning about democratic values and Québec values within 60 days of receiving the request.

Understanding and meeting these conditions are crucial for success in the Quebec Investment Program, offering a structured route for investors to become part of the vibrant and diverse community of Québec.

Application Process

The application process for the Quebec Investment Immigration Program involves several key steps.

Preparing and Completing Forms and Documents
: Applicants must carefully prepare their application to avoid delays. A narrative document, detailing the applicant’s background and intentions, must also be attached to the application. If the spouse is contributing to the net worth requirement, they must also provide a narrative document.

Paying the Application Review Fee
: As of January 1, 2023, the principal applicant must pay a review fee of $16,874. This fee is non-refundable, even if the application is rejected. The fees are adjusted annually and must be paid in full in Canadian funds either by the applicant or a third party.

Mailing the Application
: The complete application, including the forms, supporting documents, and fee payment, must be sent by mail in a single envelope to the specified address in Montreal, Quebec.

Using a Representative: While it’s not mandatory to use a paid representative for the immigration process, applicants can choose to do so. However, no priority or special treatment is given to applications submitted through immigration professionals.

Québec Selection Certificate

Once you obtain the Québec Selection Certificate (CSQ) under the Quebec Investment Immigration Program, several crucial steps follow to complete your immigration to Québec.

  1. Application for Permanent Residence: With the CSQ in hand, your next step is to apply for permanent residence with the Government of Canada. This is a separate process from the Quebec program and involves meeting federal immigration requirements.

  2. Arrival in Québec: If you arrive through the Montréal-Trudeau International Airport, staff from the Ministère de l’Immigration, de la Francisation et de l’Intégration will greet you. They can sign you up for information sessions on Québec. The location of the reception service varies depending on whether you arrive on an international or domestic flight, with specific hours of operation for each.

  3. Settlement and Integration Steps: Whether already in Québec or abroad, you can start your settlement and integration process. This includes registering with Accompagnement Québec for integration services, consulting the guide on settling and integrating in Québec, improving your French through online courses offered by the Government of Québec, and beginning steps to obtain recognition for competencies acquired abroad.

These steps are essential in ensuring a smooth transition to life in Québec as an investor and a new resident.
