Overview of Canada’s Investment-Based Immigration Programs

Start-Up Visa Program

 

The Start-Up Visa Program targets immigrant entrepreneurs with the skills and potential to build innovative businesses in Canada that can create jobs for Canadians and compete on a global scale. The application to come to Canada through the Start-up Visa program will be assessed on a pass/fail basis. Four requirements must be met to receive this visa. Have a Letter of Support from a designated angel investor group, venture capital fund or business incubator. You have to meet the ownership requirements for a qualifying business. You have to meet the language requirement by getting score (CLB) 5 in all four categories for either English or French. You need to have an adequate amount of money to settle and provide for the cost of living prior to earning an income. With the start-up visa you can have up to 5 founding partners. The visa is an open work permit for up to 3 years. Once the business is operational visa holders are qualified for permanent residency.

 

Quebec Entrepreneur Program

 

The Quebec Entrepreneur Program is an immigration program targeting entrepreneurs to establish a new business or acquire one in the province of Quebec. Under this program there are two streams. In the first stream applicants need to create a business with a start-up deposit of atleast $200,000 or $100,000 if located outside of Montreals metro area. Where as the second stream is for applicants looking to purchase an existing business. The business must be operational for atleast 5 years. In both streams the applicant must control 25% of business equity. Successful applicants are eligible for a pathway to Canadian Permanent Residency.

 

Quebec also offers the Quebec Investor Program. This program is for investors that have large amount of assets and personal net worth to invest in Quebec. To be qualified for the investor program applicants net assets must be at least $2 million and be able to invest $1.2 million.



Provincial Nominee Programs (PNPs) 

 

Each province in Canada has its own immigration program for entrepreneurs, investors and business owners that can lead to permanent residency. These programs are specific to each province and they have their own unique requirements to match the needs of the province. Generally, each province will have a criteria for net worth and experience outlined in their program. The criteria for provincial programs when it comes to capital is generally lower then compared to federal programs.
