What is The Ontario Immigration Nominee Program (OINP)?

The Ontario Immigration Nominee Program (OINP) is a provincial immigration program designed to address the specific economic and geographical needs of Ontario. It targets foreign workers and students who possess the skills, education, and work experience that align with the province’s labor market demands. By attracting individuals with these qualifications, the OINP plays a crucial role in supporting Ontario’s economic development and addressing workforce shortages in key sectors. The program offers various streams, each tailored to different applicant categories, ensuring a comprehensive approach to meeting the diverse needs of Ontario’s economy. Through the OINP, Ontario is able to effectively select skilled individuals who are most likely to thrive and contribute positively in the province, making it a vital component of Canada’s broader immigration strategy.

The languages only differ in their grammar, their pronunciation and their most common words. Everyone realizes why a new common language would be desirable: one could refuse to pay expensive translators.
  • To achieve this, it would be necessary to have uniform grammar, pronunciation and more common words.
  • If several languages coalesce, the grammar of the resulting language is more simple and regular than that of the individual languages.
The new common language will be more simple and regular than the existing European languages. It will be as simple as Occidental.

How the Ontario Immigration Nominee Program (OINP) Works

The OINP operates under the broader framework of Canada’s Express Entry system but with a provincial focus. Here’s how it works:

  1. Express Entry Integration: Many OINP streams are aligned with the federal Express Entry system, which ranks candidates based on factors like age, education, work experience, and language proficiency. Ontario selects candidates from this pool who meet specific provincial needs.

  2. Nomination by Ontario: When a candidate is selected through one of the OINP streams, they receive a provincial nomination. This nomination significantly boosts their Express Entry score, enhancing their chances of receiving an invitation to apply for permanent residency.

  3. Final Decision by Federal Government: It’s important to note that while the OINP nomination is a substantial step towards obtaining permanent residency, the final decision lies with the federal government. Candidates must meet all federal admissibility requirements, including security and health checks, before being granted permanent resident status.

While the OINP plays a crucial role in nominating candidates, the ultimate authority for approving permanent residency resides with the federal immigration authorities.

Streams Under OINP

The Ontario Immigration Nominee Program (OINP) offers various streams, each catering to different types of applicants, with some requiring employer support and others operating independently.

  1. Streams Requiring Employer Support:

    • Foreign Worker Stream: For skilled foreign workers with a job offer in Ontario.
    • International Graduate Stream: Tailored for international students who have graduated from an eligible Canadian institution and have a job offer in Ontario.
    • Skilled Trades Stream: Focused on individuals with experience in a skilled trade who have a job offer in Ontario.
    • In-Demand Skill Stream: Targets workers in specific in-demand occupations, such as agriculture, construction, trucking, or personal support work, with a job offer in Ontario.

  2. Streams Not Requiring a Job Offer:

    • Human Capital Priorities Stream: Aligns with the federal Express Entry system and is for skilled workers who have the qualifications, work experience, language skills, and other attributes to contribute to Ontario’s economy. Applicants must meet the criteria of the Federal Skilled Worker Program and have a profile in the Express Entry pool.
    • French-Speaking Skilled Worker Stream: Also aligned with Express Entry, this stream is for French-speaking skilled workers who have strong English language abilities and wish to live and work in Ontario. It requires candidates to meet the criteria of the Federal Skilled Worker Program or the Canadian Experience Class.

These streams enable Ontario to strategically address its labor market and economic development priorities by attracting and retaining individuals with the requisite skills and experience.

Application Requirements for Each Stream

The Ontario Immigration Nominee Program (OINP) encompasses various streams, each with its specific application requirements:

  1. Employer-Supported Streams:

    • Foreign Worker Stream: Requires a valid job offer from a Canadian employer meeting OINP criteria. The job offer should fit within National Occupational Classification (NOC) skill levels A, B, or 0.
    • International Graduate Stream: Aimed at international students who graduated from an eligible Canadian institution and have a job offer in Ontario.
    • Skilled Trades Stream: For individuals with experience in a skilled trade and a job offer in Ontario.
    • In-Demand Skill Stream: Targets specific in-demand occupations, requiring a job offer in one of these fields.

  2. Independent Streams:

    • Human Capital Priorities Stream: Applicants must have a profile in the Express Entry system, with work experience in NOCs 0, A, or B. They need to have at least one year of qualified work experience in the last five years, a bachelor’s or higher degree, and English or French language skills at Canadian Language Benchmark (CLB) level 7 or higher. A minimum score of 400 points in the Express Entry Comprehensive Ranking System is also required.
    • French-Speaking Skilled Worker Stream: Similar to the Human Capital Priorities stream, but applicants must have French language proficiency at CLB level 7 and English proficiency at CLB level 6. There is no minimum points requirement for this stream.

For all streams, applicants must also show proof of funds to establish themselves in Canada. These requirements ensure each stream targets individuals who can contribute effectively to Ontario’s workforce and economy based on the province’s specific needs.

Employer Requirements in OINP

To support an applicant under the Ontario Immigration Nominee Program (OINP), Canadian employers must meet specific criteria to ensure they are well-established and capable of supporting incoming foreign workers. These criteria include:

  1. Business Establishment and Operation: The employer must have been actively established and operating in Canada for at least three years prior to supporting an applicant.

  2. Employee and Revenue Requirements in the Greater Toronto Area (GTA): For employers located in the GTA, they must have at least five permanent full-time employees who are Canadian citizens or permanent residents. Additionally, they must demonstrate a minimum gross revenue of CAD $1 million per year.

  3. Employee and Revenue Requirements Outside the GTA: Employers based outside the GTA are required to have a minimum of three permanent full-time employees who are Canadian citizens or permanent residents. Their annual gross revenue should be at least CAD $0.5 million.

These requirements ensure that employers have the stability and capacity to support foreign workers, contributing positively to Ontario’s labor market and economic development.

Application Process for OINP

The application process for the Ontario Immigration Nominee Program (OINP) involves several key steps:

  1. Program Selection: Applicants must first identify which OINP stream best suits their qualifications and circumstances. Each stream has unique criteria, and choosing the right one is crucial for the success of the application.

  2. Meeting Requirements: Once a stream is selected, applicants need to ensure they meet all the specified requirements of that stream. This includes language proficiency, educational qualifications, work experience, and in some cases, a valid job offer from an Ontario employer.

  3. Application Preparation: Applicants should gather all necessary documentation and information required for the selected stream. This may include educational credentials, work experience evidence, language test results, and job offer letters.

  4. Submission and Waiting for an Opening: Some OINP streams, due to their popularity, open only once or twice a year for a short duration. Applicants need to be prepared to submit their applications promptly when these windows open.

  5. Nomination and Applying for Permanent Residency: After submitting the application, if nominated by the Ontario government, applicants can then apply for permanent residency in Canada. This nomination significantly increases their chances of being invited to apply for permanent residency under the federal Express Entry system.

  6. Final Approval by the Canadian Government: The final decision on permanent residency is made by the Canadian federal government, not the province of Ontario.

This structured approach ensures that applicants are well-prepared and stand the best chance of success in their bid to immigrate to Ontario through the OINP.

The Ontario Immigration Nominee Program (OINP) offers a diverse range of pathways for individuals seeking to immigrate to Ontario, catering to a variety of skills, experiences, and backgrounds.
