On Jan. 5, the government of Canada drew 392 candidates from the Provincial Nominee Program (PNP).

The cut-off score for the latest round of invitations for Permanent Residence was 808. If there were more than one candidate with the lowest score, the cut-off time was March 4, 2021, at 16.57.50 UTC.

Why Are Cut-Off Scores So High?

Candidates who receive nominations through PNPs get an additional 600 points in the Comprehensive Ranking System (CRS). The past nine draws were all through the PNP. This could be a reason why the cut-off score has remained comparatively high. For instance, the Sep. 14 draw through the Canadian Experience Class lowered the cut-off score to 462.

 

As of Jan. 4, 2022, there were 406 candidates between 601 and 1200 points in the Express Entry pool. The recent draw had the highest cut-off score since Jan. 6, 2021, when another PNP draw set it to 813.

Why Are Cut-Off Scores So High?

The PNP is only one of the many programs open to foreign nationals who want to immigrate to Canada. Other than government policy, immigration trends also reflect international developments. According to the Express Entry Year-End Report of 2020, the IRCC started to focus on Canadian Experience Class after the COVID-19 pandemic began. In 2019, about half of all Invitations To Apply (ITA) were issued to candidates from the Federal Skilled Worker category. In 2020, that number dropped to 32 per cent. However, the government of Canada is projected to draw more than 25 per cent of 2022’s immigrants from the Federal High Skilled category. This includes popular immigration streams such as Federal Skilled Worker, Federal Skilled Trades and Canadian Experience Class.

 

 

The Express Entry system is the primary gateway to immigrate to Canada. After creating a profile and entering the Express Entry pool, candidates can apply to PNP streams and increase their chances of receiving an ITA. Certain programs such as the Alberta Immigrant Nominee Program and the New Brunswick Skilled Worker Stream have application portals outside the Express Entry system. In the year 2022, the government of Canada plans to settle 81,500 candidates through the PNP.

The government of Canada has increased its immigration target to 411,000 for the year 2022. Obtaining Permanent Residence is the first step towards becoming a citizen of Canada. The application process is managed by Immigration, Refugees and Citizenship Canada (IRCC). When a candidate creates an Express Entry profile, the IRCC assigns a CRS score based on the criteria listed by the government of Canada. From time to time the Minister of Immigration, Refugees and Citizenship determines the number of ITAs to be issued to the candidates in the pool. The cut-off score is based on the number of ITAs. Depending Canada’s labour requirements, the IRCC may limit the draw to specific programs such as the PNP. Profiles that do not receive an ITA can remain active in the pool for 12 months, after which time candidates need to create a fresh profile.
