On Jan. 12, 2022, the government of Ontario issued 502 Notifications of Interest (NOI) through its Human Capital Priorities Stream.
Express Entry candidates with scores between 464 and 467 in the Comprehensive Ranking System (CRS) were eligible for the NOIs. This recent round targeted candidates with experience in the following National Occupations Codes (NOC):
- NOC 0114 – Other administrative service managers
- NOC 0122 – Banking, Credit and other investment managers
- NOC 0124 – Advertising, marketing and public relations managers
- NOC 0125 – Other business services managers
- NOC 0211 – Engineering managers
- NOC 0311 – Managers in health care
- NOC 0601 – Corporate sales managers
- NOC 0631 – Restaurant and food service managers
- NOC 0711 – Construction managers
- NOC 0731 – Managers in transportation
- NOC 0911 – Manufacturing managers
- NOC 1121 – Human resources professionals
- NOC 1122 – Professional occupations in business management consulting
- NOC 2161 – Mathematicians, statisticians and actuaries
- NOC 3012 – Registered nurses and registered psychiatric nurses
- NOC 3211 – Medical laboratory technologists
- NOC 3231 – Opticians
- NOC 3233 – Licensed practical nurses
What Is An NOI?
The Ontario Immigrant Nominee Program (OINP) periodically scans the Express Entry pool for candidates who qualify for one of its many immigration streams. NOIs are sent to the accounts of these chosen candidates. An NOI is the first step towards getting a nomination from the OINP. The next step for these candidates is to file an online application under the specific stream for which they are eligible. The application must be filed in the OINP e-Filing Portal within 45 days after receiving the NOI.
However, merely receiving an NOI does not mean the candidate qualified for immigration in the said stream.
NOI, What Next?
Candidates who received NOIs on Jan. 12 can choose to apply through the Federal Skilled Worker Program or the Canadian Experience Class. Candidates who choose the former must demonstrate at least one year of paid, full-time work in their NOC. The experience must be within five years prior to the date the candidate applied to the OINP. The experience must also be continuous. If the candidate changed employers during that time period, the jobs must be in the same NOC and there must be no gaps in between.
Candidates who have at least one year of Canadian work experience can apply under the Canadian Experience Class. If there are gaps in between work periods, the total working time must add up to one year of paid full-time work, or the equivalent in part time work. This work must be within three years prior to the application date.
However, work done during study period, or as parts of co-op placements or internships do not qualify. For instance, international students who wish to apply can only count paid work done after their graduation.
Candidates must also have a Bachelor’s degree, Master’s degree or a PhD. If the credential was received outside Canada, it must be assessed by one of the credential evaluation institutions approved by Immigration, Refugees and Citizenship Canada.
Candidates must also prove they have an intention to live in Ontario and demonstrate they have adequate funds support themselves and their dependents in Canada.
Successful candidates receive a nomination from the OINP.
Open More Doors Through Provincial Nominee Programs
The OINP has many streams through which it issues NOIs. Since February 2021, the Human Capital Priorities stream alone has issued a total of 6,761 NOIs targeting various professions. Meanwhile, the French speaking Skilled Worker Stream and the Skilled Trades Stream has issued 651 and 1,324 NOIs, respectively.
By applying to the Provincial Nominee Programs (PNP) available under each Province, candidates can open more pathways to immigrate to Canada. Depending on the program, eligible candidates get to apply directly to the respective Province, or get an additional 600 points in the Express Entry system.
